Since always connected to the business world, Carlos Neves has also a strong institutional and academic presence. As a consultant, he has an extensive career in his own company and also as a freelancer. Professional experience also marked by public positions among which stand out the Presidency and Vice-presidency of the Comissão de Coordenação e Desenvolvimento Regional do Norte (CCDR-North).

He has a degree in Metalomechanical Engineering (Universidade do Minho) and a Master's Degree in Information Systems (dissertation on the topic of Intelligent and Sustainable Cities) - Universidade do Minho.
